(Migration}

17.

Migration remains a major issue on the international agenda. The benefits of migration come most immediately when the supply and demand for labour flows are broadly matched. As stressed by the recent Madrid conference on migration and international co-operation, OECD countries need systems to provide for such a matching of flows, in the light of labour market needs and their capacities for integrating immigrants. At the same time, development strategies should favour job creation in order to reduce progressively incentives to emigrate. Ministers ask the OECD to continue to analyse migration trends and policies, including the linkages with issues such as aid, co-operation, trade liberalisation and foreign direct investment which have a potential impact on migration.
