OECD: DEVELOPMENT ASSISTANCE ACTIVITIES
1. The purpose of the meeting was to clarify how the OECD organised its development assistance work and to confirm who in Whitehall had lead responsibility for the activities involved. Recent proposals involving Hong Kong and China had resulted in crossed wires and some confusion.

2. Mr Ackroyd saw three main centres of operation Development Centre, the Development Cooperation Directorate (DCD) and Council Group on Non Member Economies (CGNME). The Trade Directorate and the Liaison and Coordination Unit also did work involving development activities. It was important to make the distinction between Non-Members - countries at an advanced stage of development with aspirations for OECD membership, and developing countries essentially those in receipt of oda.

Mr_Ackroyd explained that the Development Centre was concerned with academic research into specific development issues primarily focusing on the poorer countries. It was not an operational or administrative body, and was not DAC focused. UK share of the funding was provided from Economic and Social Department's resources.

4. By comparison, Mr Seaton said that the DCD had a broader and more immediate function in
