Hong Kong Status and the OECD
Full membership in OECD is very doubtful, unless the Convention were 'creatively' interpreted, with the unanimous support of our Members;
there is however flexibility under article 12(c) to create any kind of relationship short of full membership. This could involve inviting Hong Kong to the OECD on a more frequent, but ad hoc basis, to activities of mutual interest, or it could be extended to more regular participation as observer or on a basis of equality with Member states in various subsidiary bodies, such as the trade Committee.
