constructive and collaborate atmosphere is lost. We should

be able to argue that Hong Kong is a major player in its own

right, that its contribution will be valuable to all, and that

it does not set a precedent for others (inter alia China).

Since the OECD has no fixed entry criteria and operates by consensus careful preparation could make all the difference.

Therefore it would be useful if your Permanent Representative

could take the opportunity of a visit to Paris mid-June to

call on Mr MacInnes, our Ambassador to the OECD.
