Comment: seen from here, while recognising that some governments regard any involvement of China with the OECD industrial democracies as a prize to be earned by demonstrating greater attachment to accountable government, a first step of informal involvement in the forthcoming workshop would not set too many precedents. And the benefit of exposing Chinese participants to discussion of OECD disciplines, particularly given China's increasing regional and global impact, is one worth striving for.
