OECD: VISIT BY SECRETARIAT OFFICIALS TO HONG KONG

1. Messrs Taniguchi, Deputy Secretary General, and Barsony of the Liaison and Co-ordination Unit of the OECD have been visiting Hong Kong as part of a tour taking in also Seoul and Singapore. The Finnish Consul-General organized a meeting for them to brief OECD Consuls-General in Hong Kong on 18 June. coincidence, two of the Consuls-General, of Switzerland and Belgium, have like me served recently with their respective missions to the OECD. In addition, the Canadian CG was the official responsible in Ottawa for OECD policies. There was therefore a surprising degree of knowledge about the how the OECD worked and about the development of the dialogue with the DAES.

2. Taniguchi briefed the meeting in familiar detail about background to the dialogue with DAES and its expansion to include for Latin-American reforming countries. He also gave a

brief resume of the main issues addressed at the OECD Ministerial, namely: completion of the Uruguay round; unemployment; the Japan/U. S. trade conflicts; and outreach to the rest of the world.

3. The other main purpose of the meeting was to prepare us for the informal workshop on trade to be held on 10 to 11 October in Hong Kong. Taniguchi referred to a recent OECD studies on the "Three Chinas" whose total trade by the year 2000 was projected to exceed that of Japan and shortly afterwards that of the United States. The Three Chinas' total GNP on a purchasing power parity basis might be the highest in the world
