In short, if there is a candidate to participate in the work of an individual committee who has a strong enough case to be there that candidate's likely aspirations vis a vis the OECD as a whole are a secondary consideration.

when the secondary consideration of relations vis a vis the OECD as a whole does come into play it is a matter for the Council and not for the individual committee, which is asked purely to consider the technical merits of an applicant vis a vis its own work.

We should be interested to know if this point (or, indeed, any other new ones) resurfaces when Joseph Wong visits the OECD later this week. It may also be something for us to pick up on with my colleagues here when we get together on 13 July.
