1. During his call on Winston Lord on 24 June, Sir John Coles asked if the Administration had given any thought about how to handle the MFN issue next year. Lord said the Executive Order contained two definite requirements: to allow free immigration and to implement in full the bilateral MOU on prison labour. But, on other human rights issues, the President needed to be able to certify that there had been "overall significant progress". This gave the President flexibility. It was too early to say how this would turn out, but Lord did not exclude the possibility that MFN might be extended in 1994 with less onerous conditions.
