Senator Bradley asked why the Chinese had reaoted so strongly to his proposals. The Governor thought this was because Deng had become involved and had optered some strongly negative comments which had tied the hands of the leadership. The more rational and intelligent of the senior Chinese officialo acaling with Hong Kong regarded the argument now a rather tedicus distraction which they wanted to have resolved if this could be done at a reasonable price. They were nonaciona of the fact that the way they dealt with Hong Kong was મ touchstone of the extent to which China wap likely to be invited to become a full, participating member of the international community in the years ahead.

Senator Bladley asked what the Governor's reatiiou would be if the Chinese signed the International Covenant on Political and Civil Righto. The Governor said he would be surprised but pleased and would welcome the fact in public. Senator Bradley wondered whether it would sideline international interest in Hong Kong, and dampen domestic anxieties there, if the Chinese were do this. Senator Bradley thought that acceccment was git narch. There had been a few mistakes to begin wich; the White House organisation was not quite right, an health CATA was a serious potential problem for the Administration. But Clinton had got off to a good start personally. He had made some good appointments, although come were mediocra. He had a very political Cabinet, wirn ovorything flowing to the President and the white House. This was potentially a recipe for serious error if he was crying to move Government and the world in a new dircution. He would have to dologate more and pick ais personal priorities.
