We note from the Herald Tribune of 17 February that China and the US will be holding trade talks in Peking on 28 February.

We would be grateful for your advice on whether the approach of these talks will have the effect of crystalising the new Administration's thinking on handling the MFN issue. The Prime Minister will be briefed to explain our thinking to President Clinton on 24 February. But would it be worth making

representations even before the Prime Minister's visit to the key agencies, to ensure that they take account of our views in their preparations?
