BILATERAL RELATIONS WITH THE UNITED STATES: CHINA AND MFN

1. Since my minute of 18 February to Mr Pellew issued (copy attached for ease of reference), the Minister has seen Washington telno 371 (also attached). He would be grateful for your advice on whether there would be merit in an early visit by him to the United States to argue our case on MFN. This would be as much as anything for symbolic reasons and would obviously need to be dovetailed in with other relevant visits, eg the Governor's (which I gather he now hopes to pay at end April/early May).
