The Prime Minister had said there were two separate issues: the commitment to the NPT and then issues such as dismantling. When pressed, Mr. Kravchuk had said that he thought his parliament would agree to ratify when it discussed the issue within the next two weeks or so, but there was still an element of slipperiness. President Clinton said that we must keep after Kravchuk. He had telephoned the President of Belarus to congratulate them on their ratification. We must keep the pressure up on Kravchuk. The Prime Minister agreed. We should get the other Europeans to put pressure on him as well. He badly needed economic help, and would only get it from the United States or from Western Europe.
At the end of the conversation, President Clinton said that he would welcome public support from the Prime Minister for his announcement on Yugoslavia. The Prime Minister said that he would make a statement in support, and we would ensure that it got publicity in the United States.
