Bryce Harland, a former New Zealand High Commissioner

to London, told me on 30 March that Dick Holbrooke had told him

at the recent Williamsburg Conference in Zhongshan of a

condition which winston Lord was attracted to for MFN renewal

in 1994. This was "progress on democracy" (rather than human

rights).

Harland did not know precisely how any such condition would be framed but his own view was that it would be harder

for China to meet it than to meet human rights conditions.

I am copying this to Washington in case they pick up anything of the same. If the US Administration indeed attach such a condition it would fit with Secretary Christopher's policy that China should peacefully evolve from Communism to a democratic system. But I agree with Mr Harland that it is hard

to see many steps that China would be prepared to take in this

direction.
