Please join me in signing a letter to President Clinton (copy on the reverse side) concerning population transfer in Tibet.

The influx of Chinese settlers into Tibet is one of the gravest threats to the survival of Tibet's national and cultural identity and is already marginalizing Tibetans in their own land. Because of this, language on population transfer was included in the committee report on legislation to condition Most-Favored- Nation trading status to China. This year, the State Department Country Report recognizes population transfer as a problem, stating that, "[t]his process already affects the ethnic mixture in Lhasa (the capital of Tibet), as tens of thousands of Han entrepreneurs move in."

President Clinton and his administration have already stated their support of conditioning MFN on "greater respect for human rights in China and Tibet." Warren Christopher, at his confirmation hearings before the Senate Foreign Relations Committee, said "[w]e ought to be more effective with China in respect to Tibet ... I do think we have to be as determined as we can be, because the violations of human rights there are very striking."

Because population transfer is a violation of human rights, as declared by the Geneva Conventions and a recent United Nations Sub-Committee, I strongly believe that a halt to the influx of Chinese settlers in Tibet should be a condition on the extension of MFN to China.
