We agree with the line proposed in para 3 of TUR.

2. We hope the UDHK will resist the temptation to rise to the bait and will not, as they did last year, put forward an amendment to the motion proposing that an appeal be made to the PRC to improve its human rights record. The overwhelming vote in favour of the motion and the defeat of their amendment last year, the sensitive discussions with the Chinese on the 1994/95 elections, the change of Administration in Washington and the Line which the Governor has been taking on his current US visit are all reasons why they should not grandstand on this issue this year.
