The Governor said he had spoken both to Senator Mitchell and Representative Pelosi. They had listened to his

his pitch but understandably held to their own position. seemed keen to find some common ground with the Administration however.

Mr. Rostenkowski said he had advised the Administration, and specifically Bob Rubin, to work alongside Ms. Pelosi in an attempt to find a compromise and slow her down. But there was little evidence that they had been doing this.

The Governor said that from his discussion with Winston Lord it was clear that the Administration was looking for a compromise. He only hoped that whatever came up at the end of the day was Hong Kong-friendly.

The Governor raised the question of the Uruguay Round. Rostenkowski said that, as a committed liberal in the trade area, he had no problem with the President's proposal for fast-track negotiating authority and he would be supporting it.
