I enclose two papers given to me by State on 29 April; a list of Chinese, political and religious prisoners released since January, and a list of China's recent buying sprees in the United States. They were prepared for internal use by State to demonstrate that the Chinese were making some progress to meet US concerns. State emphasised however, that such

progress was unlikely to be enough to earn unconditional MFN renewals.
