BACKGROUND NOTES
The reason for Sir Thomas Arnold's question is not apparent. His only known interest in the region emerged from a series of written questions to the Foreign Secretary about recent polical events in Hong Kong in late 1992 (copies attached). Our handling of the Governor's constitutional proposals and our relationship with China over Hong Kong is, of course, sensitive territory. The Minister may wish to suggest that such questions be directed to FCO Ministers.
