* We see a successful Hong Kong as a major market for British business.
* We fully support the Governor's proposals for constitutional development as the best means of safeguarding Hong Kong's business success.

Mr Patten has made it clear they are proposals, not firm decisions, and that he would consider any alternative arrangements for the 1995 elections which are open, fair and acceptable to the people of Hong Kong.
* Those who do not like the Governor's proposals should not just complain in general terms, but put forward specific alternatives.
* Prospects for British business both in China and in Hong Kong remain excellent. Vice Premier Zhu Rongji (Joo Runggee) emphasised this during his recent visit here.
NEW HONG KONG AIRPORT (defensive)
* All agree that Hong Kong needs a new airport if it is to remain an international trade and financial centre.
* Have done our very best to take account of Chinese problems with financing arrangements.
* Believe that agreement could be reached quickly if financing issues tackled on their merits.
In the meantime, we are maintaining momentum on the airport to avoid expensive cost increases and slippages.

The project represents excellent value for money. Any substantial cost reduction would compromise the scope of the project and would not lead to the construction of the first rate airport which Hong Kong needs.
