Hospital Authority took over the management of all public hospitals on 1 December 1991.

HK has a strong health sense/anti-smoking record. HK has one of the world's lowest statistics on smoking (15.7% of the total population), is well below the average of 30% in all developed countries, second only to Singapore.

Sulphur dioxide levels have decreased significantly by 40% and up to 80% in some heavily polluted areas since the bringing into effect of regulations prohibiting the use of high sulphur fuel oil in July 1990.
