This is to let you know that, with effect from Paul McIntyre and I will be transferring most of our work on Hong Kong matters to our colleagues in the Overseas Finance section of the Treasury.

Although it has made sense in recent years for the Monetary Group, along with our colleagues dealing with the banking system, to take the lead on a number of issues arising on Hong Kong and to play a co-ordinating role here, there is perhaps more logic now in this role being taken by our Overseas Finance people. They will, of course, want to consult us when monetary issues arise but you should generally regard them as your first contact. (Once the current round of work on contingency planning is completed where action rests with my letter of 5 April to John Meadway this too will be transferred.)

At the top of the office, Sir Terry Burns and Sir Nigel Wicks will, of course, continue to take an interest in this subject. Huw Evans (Deputy Secretary), the head of Overseas Finance, will also I am sure, wish to take an interest. But your more routine contact should be with my opposite number Jamie Mortimer (Under Secretary) and with one of his assistant secretaries, Steven Wood. A list of telephone and room numbers is attached.

May I end by saying that Paul and I have greatly enjoyed dealing with you and your colleagues on Hong Kong in the last two or three eventful years. I would also like to thank Mark Blythe and Tony Latter for the helpful advice which TSol and the Bank have provided over this period.
