You will recall however that the Secretary of State suggested to the Korean Foreign Minister when they met in London on 15 June that it might be a good idea for you to visit Korea at some point, given the large amount of Korean investment in Hong Kong. We were subsequently asked to follow up this point with you Cour telno 603 and your telno 1036). In the light of that exchange with the Koreans, and given that the Governor had to cancel an earlier visit to South Korea scheduled for March 1993, we wonder whether he might still wish to include a visit in the programme for 1994. We are seeking to encourage the more and outward-looking foreign policy stance of the new South Korean Administration, and this would be in Hong Kong's interest too.
This could if necessary be a short stand-alone visit, rather than one combined with a visit to other countries.
