GOVERNOR'S VISIT TO EUROPE: 14-19 NOVEMBER
1.
Your proposals for political calls are fine. Longuet, External Trade Minister, is the key player on the financial side for Hong Kong and if the Governor is unable to attend the business lunch on 19 November, perhaps a short meeting could be arranged for them during the morning session of the conference. However, a call on Alphandery, Economics Minister, would be expendable, given his very euro-centric focus.
2.
The suggested call on Giscard would be useful; beside his credentials as a grand old man of French politics, he is also President of the Foreign Affairs Council.
3. The Embassy will ask for these calls via the Foreign Ministry after the French holidays (September). They are already aware of the visit.
MRS PATTEN'S PROGRAMME

We are in touch with the HKETO in Brussels on this and will be sending details of exhibitions open in November to them. We will also compile a list of contemporary buildings which Mrs Patten may wish to visit.
