6. For Bonn, in belated response to your telno 003, I confirm that not only is the Chancellor most welcome to visit Hong Kong on 20-21 November, but, since I will now be here, not in Europe, I would be delighted to offer the Chancellor :
(a) a meeting at any convenient time;
(b)
an invitation to dinner at Government House on the evening of 20 November; and
(c) any other assistance he may require.
7. I was greatly looking forward to this visit and very much regret that it will no longer be possible to come. I am sorry for the inconvenience caused to all who have been involved with the
arrangements.
