The meeting first discussed the terms of

Mr Goodlad's Visit to Hong Kong

2. It was agreed that Mr Goodlad's visit should focus on

grass roots community visits and meetings, to convey the message that HMG is concerned with the people of Hong Kong.

He might also participate in a high profile event, with the

Governor present, on the site of the new Consulate General.

The business and environment issues could be combined in a

meeting before lunch on 1 June involving UK businesses with

environmental expertise. There could be a meeting with the press (electronic and print) followed by a more intimate briefing for selected editors including the new Editor of the

South China Morning Post. The Governor suggested that the

Minister offer to call on Li Ka-Shing, and that there should

be a discussion (perhaps over breakfast) with the China
