Mr Morris' submission of 28 July covers the points which we believe the Governor is briefed to raise while he is in London.

Proposed meeting of APEC leaders in Seattle. Plans for this are firming up, and it looks as though most Asian leaders are prepared to take part. China is continuing to make difficulties about the representation of Taiwan and Hong Kong. What are the Governor's views? For Hong Kong the best outcome might be representation at a technical level (a senior official with responsibility for trade or ecomonic matters). The choices for Taiwan are much more difficult;
Sir Percy Cradock's book. You have a separate submission from Mr Morris. If you are content with the action proposed you will wish to sound out the Governor;
Mr Goodlad's proposal to visit China between 27 November and 5 December. There is an obvious read-across to the state of the Hong Kong talks. Hong Kong have proposed that Mr Goodlad should stop over in the territory at the end of his China visit, should it go ahead;
Senior appointments. The Governor may wish to explain more of the thinking behind the appointments which he will make later in the
year.
