As the Prime Minister knows, the Governor of Hong Kong is visiting London in April. Mr Patten's official visit is from 5-9 April. However, he will remain in the UK privately until

16 April.

I imagine the Prime Minister will wish to see the Governor and attach the latest copy of Mr Patten's draft programme so that a suitable time can be found.
