For the benefit of Sir R McLaren, this is to confirm that (as recorded in TUR) the Secretary of State's meeting with the Governor has now been shifted to 11.30 - 12.45 on Friday 16 April Con the basis that the Secretary of State is likely to be travelling to Tokyo for the G7 Foreign Minister's meeting erlier that week).

2. The Secretary of State has agreed that this meeting should be used for a thorough discussion of the options open to

us.

In preparation for that, we will be drafting a discussion paper and will aim to let you and other addressees have a first draft for comments before the Governor Leaves Hong Kong on 31 March. The Secretary of State has also agreed that Sir R McLaren should return to London in order to participate in this meeting if this is convenient for him (we will be in touch separately about costs).
