PRIME MINISTER'S LUNCH WITH THE GOVERNOR OF HONG KONG

1.

No 10 asked in their letter of 8 March for a short brief by close of play on 7 April bringing the Prime Minister up to date and highlighting any points which we expect the Governor to raise with him.

2.

I submit a draft Private Secretary letter in purely factual terms. The Prime Minister has now agreed to a meeting with the Secretary of State and the Governor on the afternoon of 16 April. That will therefore be the opportunity for operational discussion: the present letter is intended to up-date the Prime Minister on points which will be on top of the Governor's mind.
