MR_GOODLAD'S MEETING WITH THE GOVERNOR: 8 APRIL

We discussed with the Governor earlier this week how to divide up the subjects between Mr Goodlad's meeting and the Secretary of State's office meeting on 16 April.

Mr Goodlad's visit to Hong Kong (Hong Kong will be letting us have a draft programme before the meeting).
Airport financing: Hong Kong have proposed that they should put forward a new position to the Chinese on airport financing, mainly for tactical reasons, relation to securing further money from LegCo Finance Committee. We have put up a separate submission recommending that we agree.

- The garrison: It may be worth taking stock briefly of
where things stand with the MOD. I have put up a separate note to bring the Secretary of State up to date. The Governor will be seeing the Defence Secretary on 15 April.
Any operational issues on the question of discussions with the Chinese. If the Minister agrees, we might leave the broader strategy issues to the Secretary of State's office meeting, where Sir R McLaren will also be present.
