I submit briefing for this call, as requested.
Mr Andrew Wong is a directly-elected member of the Legislative Council ang was on ExCo until October (see personality note attached). Although he is an Independent, he has voted with the Liberals in the four big debates in LegCo on
constitutional issues since June last year. He is likely to support the Governor's proposals during the forthcoming LegCo
debates. But he is also close to more conservative, rural opinion through his links with the Heung Yee Kuk. Since he is something of a loner, he has not been a member of any of the groups that have come to London to lobby Ministers in recent
years.
3. The Governor's proposals and their possible amendment during their passage through LegCo is likely to be the main item on Mr Wong's agenda. The Minister might ask Mr Wong how he sees this debate going, and whether he has any personal ideas of possible amendments, which might bring the Chinese on board while still being open, fair and acceptable to Hong Kong. He
could also ask for Mr Wong's assessment of the mood in the community in the light of the moderation in the Chinese line.
