LIVELIHOOD (ADPL) (22-27 APRIL)
Problem
1.
A three-member ADPL delegation led by the Legislative Councillor, Mr Frederick Fung, plans to come to London later this month. They have asked to see the Prime Minister, the
Secretary of State and Mr Goodlad. How to respond?
Recommendation
2. I recommend that Mr Goodlad should agree to meet the delegation. We understand the Secretary of State will be abroad 23-27 April. A call on the Prime Minister is not necessary.
Background and Arqument
3. The ADPL is one of the small liberal groups, which has good links at local and grassroots level, and which generally
supports the Governor's proposals for democratic development. Its Chairman, Mr Frederick Fung, is a directly-elected member of LegCo. Mr Goodlad wrote to him earlier this month in response to a letter addressed to the Secretary of State, in which Mr Fung asked that the views of Hong Kong people should be fully taken into account in any negotiations between Britain and
