1. Christine Loh is coming to London and has said she would like to pay a short call on Mr Goodlad. How to respond?

2. I recommend that Mr Goodlad should agree to see her. I

understand the afternoon of 13 May would be a possible time.

Background and Argument

3. Christine Loh is one of the LegCo liberals who strongly

supports the Governor's electoral proposals and is equally opposed to their being watered down. She is a very effective

operator, and it will be important to keep her on side when

LegCo comes to debate the electoral package and pass the necessary legislation.
