COMMONWEALTH DEVELOPMENT CORPORATION: QUINQUENNIAL REVIEW

As part of the current Quinquennial Review of the CDC which is proceeding under ODA chairmanship we have been giving considerable attention to the strategic targets which will be set for CDC for the next five years. On the basis of the Review team's discussions we have prepared the attached draft chapter, which is also being circulated to DTI. We propose that continuing emphasis should be given to investments in the private sector in low-income countries, but also enabling CDC to offer assistance in other countries where the UK has particular interests.

We should be glad to have any comments you may have on these proposals by close of play on 2 July. Mr Tebbit (ERD) will be attending a review meeting to discuss them.

3. You may also be interested to have the endorsed summary of the answers from Posts to the questionnaire we circulated last October on CDC's performance. We should be glad to have any further comments you may wish to make on the replies.
