(a) formal

which are considered
desirable should, as far as practicable, be replaced. by alternative links which do not create obligations for the Hong Kong Government (or the future HKSAR) towards
the Commonwealth. For example, Hong Kong's
relationship with the Commonwealth Medical
Fellowship Schemes can be transformed into
bilateral links between Hong Kong and
individual Commonwealth countries (Annex A).
Where such links are considered to be of no
particular benefit or where their replacement
by alternative links is impracticable, they
should be severed in or before 1997
