We talked to Sir C Bolton before Mr Mcleay's resignation. At that time he recommended against raising this incident with the Australians on the grounds that it might incite Mr Mcleay to further obstructive initiatives, and to complain about breaches of confidentiality. Now that Mr Mcleay is off the scene, I do not think that these considerations apply to the same extent. I would not therefore have any problem with your raising the issue with the Australian Consul-General and asking her to do what she could to ensure that the incoming Speaker of the House of Representatives was guided into taking a sensible line on Hong Kong's participation.
