Dear Mr Swaine,
The Standing Committee of the Conference of Commonwealth Speakers and Presiding Officers has taken note of your request to attend, in an observer capacity the 12th Conference to be held in Papua New Guinea in 1994.
As the host Speaker I am very pleased to be able to accede to your request in terms of Rule 11 of the Conference Rules which authorises me to take a decision in this matter. My authority to do so extends only to the Conference which my Parliament is hosting, and you will understand that my decision does not, therefore, constitute a precedent.
I have been informed that you have expressed great appreciation of the value which you derived from your attendance at the Jamaica Conference in January 1992. I would not wish to deprive you of the further benefits you hope to derive from attendance at the Conference in Papua New Guinea and it is in this spirit that I feel that I am able to accede to your request.
The Standing Committee has agreed that the Conference shall take place from 3-7 January 1994. You will be receiving a letter from me later in the year, providing further information concerning the Conference arrangements.
