ASIA-PACIFIC PARLIAMENTARY LEADERS FORUM (APPLF)
1. Please refer to your letter of 23 February. I have now spoken directly to Lord Weatherill regarding his attendance at and Honorarium for the August APPLF.
2. Lord Weatherill should like to accept this invitation for himself and his wife but wishes to be reassured, absolutely, that he is being invited in his personal capacity (as ex-Speaker) and that the Koreans have no misunderstanding on his current status. He appears sensitive on this point and does not wish to accept invitations which should be extended to Madam Speaker. I drew on the various references to his status as former Speaker telno 68. Your further assurance on this point may help.
3. Lord Weatherill was grateful to HMA for his kind offer of hospitality following the APPLF and should like to accept it. He should also like to meet both Mr and Mrs Wright during their mid-tour leave as he felt he had little time for social engagements during his previous visit to Korea.
4.
Lord Weatherill would not agree to accept an Honorarium for himself. Subject to advice from Post on the principle, he would donate any money thus received to a chariety of the Ambassadors choice. I would be grateful for your views on this suggestion and how it may be received by his hosts.
5. In view of the distance undertaken for a two-day conference Lord Weatherill would be willing to stop off in eg Hong Kong to speak on parliamentary democracy. I should appreciate the views of Hong Kong Department on this suggestion but you may wish to float the idea with Dr Kang.
