The Future of Hong Kong's Links with the Commonwealth

We are grateful for MI Ricketts' letter of 22 March advising us of FCO's views on our draft Executive Council memorandum on the future of Hong Kong's links with the Commonwealth.

We have carefully considered the points raised in the third and fourth paragraphs of that letter, and our comments are as follows:
