I am grateful to Mr Morris for his submission of 31 December, which arrived in Private Office after the Secretary of State's departure.

However, the Secretary of State had seen over the weekend Hong Kong telno 2972. He agreed that in the light of the Governor's views, we should aim to circulate an OPD (K) paper towards the end of this week.

Also before seeing Mr Morris' submission, I told PS/Number 10 that an important meeting of ExCo would take place on 5 January, and that we intended to wait for the outcome of that meeting before finalising a draft OPD(K) paper for submission to the Secretary of State later this week. Mr Wall was content with that timetable.
