HONG KONG: PROPOSED FURTHER MEETING OF OPD(K)

Problem

1.

Timing of next collective discussion of Hong Kong

policy.

Recommendation

2.

That we take advantage of the Governor's visit to the

UK in late January in order to have a further OPD (K). The Governor would find it helpful to be able to consult

colleagues then on the next stage of his electoral

legislation. We have identified 24 January as a date which would suit the Prime Minister, the Secretary of State and the

Governor.

I submit a draft letter to No 10 proposing a meeting

on that date.

The attached letter from Government House confirms that

the Governor will be returning to the UK in order to give

evidence to the FAC on 20 January.

The Secretary of State

will be in Greece and Turkey at that time.

5. The Governor is keen to have a further collective

discussion in OPD (K) on the way forward over the second stage of his legislation. We have established with the Cabinet Office that the Prime Minister has a slot for an OPD (K) on Monday 24 January. I understand that this is possible for the Secretary of State. The Governor has agreed to extend

his stay in order to be able to attend a meeting on that day. It could be preceded, if the Secretary of State had time, with an Office Meeting here.

6.

This is the only opportunity for a discussion here with

the Governor before Easter. It would also come just before the Secretary of State's appearance at the FAC on 25 January. We would, as usual, produce a Memorandum in conjunction with Hong Kong (and ensure this time that the Secretary of State had plenty of time to consider it).
