A forum on the through train organised by the Joint Association of People's Organisation for the Promotion of Democratic Government was covered by a number of papers. The papers noted that the speakers representing different political groups believed that there should be an objective criteria for people riding the through train and that the ratification should only he a formality. Liu Shing-lee of ADPL said the group believed that ratification should take of form of Legco Members' swearing allegiance. Lee Wing-tat of UDHK queried the arrangement for the non-elected SAR Preparatory Committee to decide the eligibility of elected Legco Members to ride the through train. Fred Li of Meeting Point said it was unacceptable for a Legco Member to be forced to dismount just because of his political stand. Chan Yim: kwong of the Liberal Party preparatory committee said the ratification criteria must be reasonable, fair and acceptable to HK people. He added that the through train should not be a problem as details had been stipulated in the BL. Chan Hung of the organisers added that the criteria must not be subjective. A few papers noted that DAB had not send any representative to attend the forum.

Meanwhile, the Express reported that the organising group had sent a letter to Alastair Goodlad reminding Britain of its legal and moral responsibilities towards HK and stressing that the Sino-British agreement reached must be in line with the international covenant on civic rights and be acceptable to HK people.

COURT OF FINAL APPEAL.

A member of the JLG's expert group on the court of final appeal. Wų Jianfan, told Ming Pao that even if China unilaterally set up a working group to draft the law on the CFA, the working group would still carry out its work in accordance with the Sino-British agreement reached in the JLG. He said this in response to Jacqueline Iseng of the Bar Association's comment that Mr Wu's earlier statement indicated that China had no intention to implement the agreement JLG reached on the CFA,

Ming Pao quoted an Assistant S for S as saying that the Government was considering an arrangement to return the part of the fees of the BDTC passport to people who had to convert to the BNQ passport in the phased programmə before their originol passports expired.

Ming Pao quoted SPEL Tony Eason as saying that he was confident that China would approve of the CT ! project. He was quoted that if the contract was signed before August, the project could be completed as scheduled.

SECURITY MATTERS

Four people died and another was seriously injured after a car crashed into a central divider outside the Aberdeen Tunnel. The Oriental Daily in a prominent feature questioned the wisdom of closing one of tunnel lanes and turning the other into a two-way traffic lane in the late hours. Sing Pao reported that Weiyang and HK triad members were fleeing Guangdong in the wake of a massive crackdown on gang activities by local public security officers. In a recent shooting, officers killed a Wo Shing Wo member from HK and discovered a large number of weapons.
