(NO. 1) AND (NO. 2)

1. I attach a draft submission to Mr Goodlad, and three draft Additional Instructions for Hong Kong. I also enclose a copy of the Additional Instructions 1993 to which the three draft instruments relate, together with the submission and Note for the Privy Council prepared when it was submitted to the Privy Council, and a copy of the principal Royal Instructions.

The background to these three draft instruments is set out in the draft submission and the attached Note for the Privy Council.
