Thank you for your fax of 20 October. I will check with the Privy Council about the point raised in paragraph 5 of Mr Collins' note.
2. I am afraid I cannot resist the temptation of suggesting that CAB might like to buy Mr Collins a thesaurus for Christmas. The comment in paragraph 4 of his minute that he would not regard the FCO view as necessarily an inexorable revelation of eternal verity is an interesting way of saying that the FCo is not always correct. Do all lawyers write like
this?
