Council may seek to prevent the Governor from addressing them unless he is expressly given this right. For similar reasons, the Governor is also to be given the right to propose any policy, bill, vote or motion in the Council. Provision is also made for the Governor to direct a designated public officer to attend Legco to propose any policy, bill, vote or motion, to make a statement or to answer questions. Finally, it is provided that only the Governor, a public officer designated by him, or a Member of Legco expressly authorised or permitted by him, may propose ordinances, votes, resolutions or questions on
money.
5. The draft instruments have been prepared in consultation with the Hong Kong Government which are content with them.
