Unfortunately, due to an oversight arising from absences in our Legal Executive Section, the amendments which were made to the Letters Patent and Royal Instructions last year
(relating to the Elected LegCo President and CBF's ExCo membership) did not receive the Queen's signature before we informed you that they could be gazetted. While this is hot technically undesirable, we are advised that it does raise any serious problems as far as the validity of the amendments are concerned because they had already been approved in principle by the Queen at the Privy Council meeting on 17 December 1992.
