I was grateful for Hong Kong Government's explanation. My draft takes full account of the suggestions made in the last paragraph of page 3 of Mr Lai's letter (see my Clause 1(b)).

6. I have used a capital "M" for Members throughout the Letters Patent and Royal Instructions.

7. Please fax this minute and the attached revised draft Royal Instructions, together with my minute on the draft Letters Patent and the attached revised draft Letters Patent to Hong Kong Government. I would find it most helpful to have any comments by 2.00pm on Friday, 19 March in order to allow time for any reprinting and the submissions to Mr Berman and Ministers. The deadline for the forwarding of the drafts to the Privy Council Office is 25 March. I will send the two drafts for printing today.
