CONSTITUTIONAL PACKAGE: AMENDMENTS-PO- THE LETTERS PATENT AND

ROYAL INSTRUCTIONS

As you know, Hong Kong are aiming to submit the amendments to the LPs and RIS to take account of the changes to the Composition of the Legislative Council to a Privy Council meeting in March.

2. They have now sent us the enclosed copy of their Drafting Instructions to their lawyers asking them to prepare the necessary amendments. It seems unlikely that they will be able to meet the deadline which we set them for the first meeting in March, so we are probably looking at submitting these amendments to the 25 March meeting or, failing that, the May meeting.

For your information, the Privy Council Office have arranged for the text of the amendments which were agreed at last December's Privy Council meeting to be re-printed to take account of the small mistake which Hong Kong commented on. I will send you a copy of the revised version as soon as it arrives.
