I attach a copy of a letter from Mr Lai, Constitutional Affairs Branch, including the draft amendments to the LPS and RIS.
I would be grateful if you could let me have your comments as soon as possible so that I can forward them on to Mr Lai.
2. You will see that Mr Lai has asked whether it would be possible to submit these amendments to the 10 March Privy Council meeting. As papers for this meeting have to be with the Privy Council Office by 4 March, I do not think that this will be possible, especially given the amount of time which it took us to finalise the amendments last time. I will therefore write to Hong Kong to let them know that we will aim to submit the amendments to the 31 March meeting. Papers for this meeting have to be submitted to the Privy Council office by 25 March.
