Amendments at

(c) and (d) above are made to cater for the express wish of LegCo Members that they should be given maximum flexibility to decide on who should preside at meetings if the President is absent or unable to act. We have no objections to providing such flexibility and therefore have included the necessary amendments in the draft.

We would be grateful for your and Legal Advisers' comments on the draft.

As

regards timing you will appreciate that the earlier we can make a submission to the Privy Council, the better. I wonder if there is any chance of aiming for the Council meeting on 10 March? If not, we understand the next meeting is on 31 March.
